SURREY, B.C. — Surrey faces a “cultural divide” over monster homes, says Rick Hart, president of the Fleetwood Community Association.

Hart said Wednesday that “agitation” has been evident at public meetings between Indo-Canadians, who support mega-houses, and other residents, including Caucasians.

“I’ve heard choice words used,” said Hart, a 30-year resident who has attended public meetings for years.

“It is disheartening to see. This is not a good thing. Nobody wants to see a division of cultures.”

Mayor Dianne Watts acknowledged that mega homes are becoming a cultural issue in Surrey. “I don’t think it’s healthy,” she said Wednesday. “We need to take into consideration the diverse cultures and make sure we are doing all the right things. The issues are not easily resolved. They have been around 20 years.”

The Surrey Ratepayers Association, a 4,200 member group which is largely composed of Indo-Canadians, wants to increase house-size maximums by 1,000 square feet across the city.

The city has hosted public meetings on the issue and staff plan a further report as soon as surveys are compiled.

Hart said it’s important to have a dialogue with Indo-Canadians, but recent city-sponsored meetings have been about viewing presentations and filling out surveys, not engaging in discussions.

“In some cultures, nobody wants to talk about a cultural divide. You think it will go away, but sometimes it doesn’t. Even if you put a lid on top of this thing, it just boils and it will blow,” Hart said.

Harpreet Singh, a host at Radio India, said there is “very definitely” a cultural divide in Surrey. “The reason for this is the needs of the family in the South Asian culture. Their needs are different than the mainstream,” he said.

“This is not a good trend for the community. It needs to be sorted out as soon as possible,” said Singh.

Sukhminder Cheema, another Radio India talk show host, said mega-houses are a “cultural issue.”

“New immigrants come from a background where they live with extended families,” he said. “It’s unfair for the city or anyone else to break them up because of zoning bylaws. . . . this is not the way many of these families live.

“The family concept for new immigrants is different, they live with extended families for a variety of reasons, including money issues. There are strong cultural and racial tones to this issue,” said Cheema.

Surrey Ratepayers vice-president Kalvinder Bassi admitted he has heard “some people voicing strong opinions” at meetings, but he doesn’t believe there is a cultural schism.

“This is more about a genuine need than a cultural thing. We should be able to live and let live,” he said.

Hart said the city postponed court actions against about 70 illegal mega-houses in September 2008, while a new mega-house bylaw was discussed.

Many of the home owners belong to the Surrey Ratepayers.

“I understand the cultural need for extended families’ living quarters. It doesn’t mean everybody in Surrey needs to accept their lifestyle,” he said.

Ten Surrey community associations will hold a public meeting on Nov. 26 at 7 p.m. at the SFU theatre in Surrey City Central to discuss the issue of monster homes. The Surrey Ratepayers Association has been invited to the community forum, as well as mayor and council

Man Who Strangled Wife During Dream Is Freed

A man who strangled his wife during a nightmare in which he believed he was attacking an intruder has been freed.

Brian Thomas, 59, was released from Swansea Crown Court after the prosecution withdrew the case against him.

It had been seeking a special verdict of not guilty by reason of insanity but said later there would be no purpose in sending Mr Thomas to a psychiatric hospital.

Family members greeted the news with a jubilant "yes" cry with Raymond Thomas, Brian's brother, speaking of his relief and jubilation at the outcome as he left court.

"Family and friends are truly delighted by the outcome today. They were a loving couple and always like that together.

"He has always been a loving husband and a family man."

High Court Judge Justice Davis KT, told Mr Thomas that in the eyes of the law he bore no responsibility for what he had done.

Mrs Thomas, 57, died in July last year when the couple had parked their camper van in a car park.

They were disturbed by a rowdy crowd of young people in screeching cars and Mr Thomas decided to move the van on.

He phoned the police in the early hours of the morning to say he thought he had killed his wife while dreaming he was fighting with the "boy racers" they had come across earlier.

The court heard Mr Thomas had a history of sleep walking and other sleep disorder behaviours. The disorder - known as automatism - led him to behave in a strange way during episodes.
