i beleive the "permanent" peace is refering to

proving he said PERMANENT
it doesnt necessarily mean that they mean he doesnt mean it, just to verify what he's saying

^^Right. Permanent was put it "" because it was part of a direct quotation, not because the newspaper was taking an editorial position in the headline. British and South Asian papers in English often do this "" in headlines, but no so much American ones.
