the police apologised for not stopping him earlier, he popped on their rader around the 2001 but they failed to arrest him until 2004 i think it was. the police think if they had acted properly they could have prevented at least 20 attacks.

rape is not serious? the police and cps are taking steps to make sure the figure of 1 out of 10 complaints actually going to court improves. that is quite low.

and i am also sure you have heard the new laws surounding drunk women and sex. the law is the favour of the criminal right now but that will soon change.
