Comparison between these two is tough..

Biggie was better with the flow and punches- he was a better rapper conventionally

Thing with Pac was that he brought the emotion to a track and created such vivid imagery that it captured the listener. He was also much better with his conceptual work.

Tough to compare the two since they had different styles and positions in their rapping...
