Even the Hindi-speaking states like UP, Bihar and Rajasthan have their own regional dialects where there are differences. Hell, even different parts of UP have their own dialects! (Awadhi, Bhojpuri, etc).
Dialects is not a big issue. A Hindi speaker from the south can still goto Lucknow and communicate with an Urdu Speaker. Yea there will be few words here or there they wont understand but they can still communicate.

That's quite a poor explanation. That's not how they first decided on HIndi being the national language.
