You have to understand that Gandhi preached passive resistant, Satyagraha. He wanted a solution to be reached without having to physically fight. He preached primarily to Hindus and Sikhs because some Muslims in India wanted to identify their unity in a new country, now Pakistan. He told all religions who were involved in fighting to make peace and cease the bloodshed, but he specifically tried to tell Hindus and Sikhs as well as any other followers to find a solution without the violence. Of course at that time, a woman wouldn't mind killing someone to save her child and she could as well think, why not end the life of my child and myself rather than live a life in shame, why struggle? Same with men, would anyone want to advise their people fight fight fight? People cant just sit hand on hand and wait till they get killed. Why would they flee from their country of birth. Their solution was to not fight, even if that costed them their lives. They had a goal in mind to make a movement without violence. India and Pakistan both lost many of their own family, but rather than tit for tat, some chose to practice Satyagraha.
