They're both bands who enjoyed the height of their success in the new wave years so often this comparison is made. U2 being "the band" of the 80s in many respects and many would say is still the greatest band on the planet and I wouldn't disagree. In contrast New Order formed out of the remnants of Joy Division and definitely did not enjoy the same commercial success as U2, but why was that? The New order catalogue contains some of the most celebrated singles of the 80s... i.e. "Blue Monday", "temptation", "true faith"... etc. Needless to say they've made some good music. So why the commercial failure?

Someone once told me after making this same comparison that U2 is merely a singles band, but I think the opposite is true. As "substance" remains New Order's most popular disc I'd be inclined to say that New Order is a singles band and I attribute their lack of success to the fact that they haven't had one solid album but a host of amazing singles. While U2 is littered with venerated albums from "The Unforgettable fire" to "the Joshua Tree" to “Achtung Baby” all they way through to "All that you can leave behind".

And that's why U2 > New Order, consistency.

Opposing viewpoints are welcome.
