If he's going out of his way to smile at you, and it's noticeably out of his way, he's interested in talking to you, and is just trying to figure out how to talk to you (unless he's been doing this for over a month or something, in which case he's just a pussy).

And as far as asking girls out, it depends how I'm feeling. The most recent girl was 1 week, because I see her at breakfast on weekends, and no other time. But other girls have been about 2 weeks to 3 weeks, since I'm deciding if I want to talk to them. But once the decision to talk to them is made, it's usually within the next few days.
